INSTITUTIONS AND EUROPEAN POLITICS AT THE UNIVERSITY
OF BOLOGNA
: 19 POSITIONS AVAILABLE

The University of Bologna, Polo Scientifico e
Didattico di Forlì, with the support of the Italian
Ministry of Foreign Affair, is launching a new Master
Programme in Institutions and European Politics
(MIPE), in cooperation with the "Collegio Europeo di
Parma". The Master will be held in Parma, Italy, from
January 2005 to December 2005.
The Master is intended to offer methodological and
practical knowledge on EU policy-making, politics and
institutions to 19 post-graduate students from
Albania, Armenia, Azerbaijan, Bosnia and Herzegovina,
Croatia, Georgia, Kosovo, Macedonia and Serbia and
Montenegro. Indeed, applications from Bulgaria and
Romania, as well as Byelorussia, Moldavia and Ukraine
may be considered.

Competition is open to all students having completed
or about to complete a BA (equivalent Italian laurea).
We particularly welcome applications from: social
science graduates who wants to develop training in
EU-related issues or wish to strengthen their
analytical skills, in relation to EU policies; social
science graduates who aim to use their Master as a
first step towards PhD-level research; staff working
in the public or private sectors who wish to undertake
a period of mid-career re-training.

The students are expected to attend courses and
seminars related to the EU integration process and EU
policies in general, as well as modules devoted to
research methodology. Courses are generally hold in
English. Special attention is given to the following
courses: European political systems, EU policies and
polity, EU integration, Economics of liberalization
and privatization, EU institutions, Private and Public
EU law.

In order to improve students' capacity to implement
theoretical knowledge and provide them with a useful
work experience, the Master includes a 300hr stage at
a local institution. The multidisciplinary approach
and the high level of academics, as well as individual
tutorials, will result in an intensive programme which
will prepare potential public servants, policy-makers,
officials in international organizations,
post-graduate students, or those who have a
professional interest in deepening knowledge on
EU-related issues.

Each student admitted at the Master will be granted a
scholarship (? 410 per month), from January 2005 to
December 2005. No fees are to be paid by students
enrolled in the programme. Accommodation will be
provided by the Organizer. Courses will start the last
week of January 2005.
We kindly suggest those who might be interested at
the Master to visit the web-page of the Collegio
Europeo di Parma carefully in order to have all the
information required to non-Italian citizens
(submission of application to the Italian Embassy,
Visa etc.).

Candidates aiming to apply for the Master
degree are advised to apply as early as possible and
preferably no later than 17th December 2004.

Harvard University - The Kokkalis Fellowship Program

The Kokkalis Program strives to provide individuals committed to
invigorating the public sector in Southeastern and East-Central
Europe with educational opportunities to explore effectual and
pioneering means of governance. For this reason, it awards
fellowships to enable individuals from the region to pursue one
of the following Master's degrees at the John F. Kennedy School
of Government, Harvard University:

Master in Public Policy (MPP)
Master in Public Administration (MPA2)
Master in Public Administration in International Development
(MPA/ID)
Master in Public Administration/Mid-Career (MPA/MC)

Eligible to apply for the Kokkalis Fellowship Program are
natives of Albania, Bosnia-Herzegovina, Bulgaria, Croatia,
Greece, Hungary, the former Yugoslav Republic of Macedonia,
Moldova, Romania, Serbia & Montenegro, and Turkey, who are
applying to one of the following degree programs at the John F.

ECMI PROJECT ASSISTANT- BELGRADE
The European Centre for Minority Issues (ECMI) is soliciting applications
for the position of Project Assistant to aid in a project on law reform and
monitoring with the Ministry for Human and Minority Rights. The period of
engagement for the position is starting 1 December 2004 for 20 months. The
position is filled part-time (20 hours per week).


Background

The European Centre for Minority Issues (ECMI), in cooperation the Danish
Institute for Human Rights (DIHR) and the Ministry of Human and Minority
Rights of Serbia and Montenegro is carrying out a project at the Ministry
to promote the harmonization of the legislation of Serbia and Montenegro
with international human rights standards and facilitating the reporting
and monitoring mechanisms in regard to these standards. For more

Qualifications

You have:
· Completed university education, preferably in the social sciences
or humanities;
· 2-3 years of experience in research and/or with public

Job Description

Based in Belgrade, the project assistant will assist in the implementation
of the capacity-building project with the Ministry and DIHR. This includes
regular communication the DIHR Belgrade office and the Ministry for Human
and Minority Rights, contributing to other reporting obligations within the
framework of the project. In addition, the project assistant is expected to
survey and report on events pertaining to human and minority rights
relevant to the project. Finally, the project assistant will represent ECMI
at meetings and assist the work of the ECMI advisor project secretariat in
regard to the organisation of training, workshops and other activities.

Respected,
This is to inform you that the selection process for the Joint
European Master in Comparative Local Developmen for the Balkans and
Areas in Transformation is open.

The programme offers 18 months (95 ECTS) of training for a
post-graduate Master’s degree. Its main objective is to provide
participants with the necessary knowledge and skills for introducing,
supporting and co-ordinating processes of change and transformation at
the local level. The focus of the programme is local development, with
the following characteristics: public, private and non governmental
agents are involved; social stability and economic prosperity are
strengthened, in agreement with the acquis communautaire/standards in
European/EC law.
The general approach is comparative and
interdisciplinary.


The Master’s programme includes courses in economics, law, sociology
and political sciences, project cycle management, workshops, skills
training, internships, language courses, and distance learning. Most
of the courses are taught at the University of Trento by professors of
the University of Trento and partner Universities, and by
international experts. Some courses are taught at one or more of the
partner universities. Given the focus on local development, most of
the internships and other activities will take place in local
organisations located in Italy and in the countries of partner
universities.

This 4 six-month periods formation carries out to diploma of Master of sciences (DNM) and double diploma of a partner university according to the place where the modules are followed.

The objective of this program is to form executives of the international wine sector able to fill of the missions of optimization and innovation, and qualitaty improvement in vine growing and oenology.

By combining scientific and technical training and professional experience, the philosophy of the course is to prepare the future graduates with realities of the wine sector.

Interventions of professionals as well as the many case studies allow to confront the students with the problems of the profession and make it possible to them to refine their professional project.

Among the topics approached, one finds :
- Economics and marketing of wine.
- The relation between the quality of the grape and the quality of the wines - Influence of the Soil.
- To produce wines in the respect of the environment.
- Strategies of national and international wine sectors.
- To reason the training systems for a quality grape.

Ecole Supérieure of Agriculture of Angers is the pilot of this Master Course.


Pre requisites
Applicants must have completed a higher education degree in science, such as :
- a "Bachelor of Science" (a three-year scientific course),
- a French "licence" or "maîtrise" or DNO
- an equivalent diploma from another european country.

Applicants must also have an interest in the wine-producing profession.

Concerning the applicants in employment who wish to pursue the master’s degree through a continuing education program, the admission requirements will be looked at closely by the co-ordinating committee teaching.

Language level
A good command of English and French is required. Other languages, especially those of the partner universities, are an additional advantage

Tuition fees
The school fees are brought up to date each year and cover the whole of the formation. For 2005-2006 the fees for one year are 5500 euros for european students, and 10 500 Euros for are demanded to Non European Union (and candidate countries ) students.

This cost includes the expenditure of housing and transport during the study trips, but does not include transport between the different universities, nor the expenses related to the life cost.

Scolarships can, in certain cases, being obtained by the European students within the framework of Program SOCRATES.

The running expenses (accomodation, food...) are the responsibility of the students. To have an idea of these expenses, please consult the pages on the life of the universities.

Different possibilities of scholarships are available for foreign students :

For the non european students
26 Erasmus Mundus Scholarships should be available for 2005-2006. The applicant must send his application to the Vintage master course before the deadline 15 february 2005, then the ESA institution applies in behalf of the student. The scholarhips are for each student and per year. These scholarships permit the students to afford the tuition fees and everydaylife in europe for the two years of the course.
