POCESTA PEACE PLAN FOR KOSOVO STATUS PROCESS

Prvih 13 artikala (na engleskom)

Article 1
Kosovo is led by the United Nations administration and UNMIK stays in Kosovo until December 1 2012, when the international community should decide was this way enough progressive and are both sides satisfied. If it is so, Kosovo stays under administration of the United Nations.
Article 2
Under United Nations administration two languages will be used officialy in Kosovo – albanian and serbian.

Article 3
Kosovo does not have right to join any international community or alliance as independent nation, because it stays under UN administration and not as Republic.
Article 4
Group of people, named „Governing body“ will rule Kosovo. They are: president, minister of foreign affairs and prime minister of Serbia, just along with persons that holded titles of president, minister of foreign affairs and prime minister in previously independent Kosovo.


Article 5
Title of the „United Nations Secretary for Kosovo“ will be introduced and holder of the title will be regarded as head of state. But the person who is on this position needs to ask „The governing body“ for every solution he makes.
Article 6
Flag and seal of the United Nations will be regarded as national symbols of Kosovo and „Hymn of the United Nations“ will be regarded as official, national anthem.

Article 7
Kosovo police and Kosovo force will be disbanded and UNMIK officers and soldiers will secure peace, law and order in Kosovo.

Article 8
The most powerful institutions in Kosovo are UNMIK and EULEX, who are regarded as government – institutions, altough Kosovo does not have an official government and is led by the United Nations.

Article 9
No decision can be made by „United nations secretary for Kosovo“ if it is not supported by every member of the „Governing body.“ If „Governing body“ makes a decision and „United nations secretary for Kosovo“ gives a veto, the refferendum needs to be held, except if the sides didn’t made the compromise throught the time.

Article 10
No nation in the world has right to make an embassy or consulate in Kosovo, and no nation can formally recognize it, because kosovar independence needs to be legitimated by the United Nations and in this case it is not so.

Article 11
There is no official religion in Kosovo, it is secular province under the administration of the United Nations and every person that resides there has no obligation about religion. During UN administration any serbian, albanian or other international religious organizations may not have any influence on the UN administration.

Article 12
All articles of the UN human rights conventions will be respected in Kosovo, no matter did the previous separatist government or the current serbian government had any constitutions or laws about it. UN administration is introducing it’s conventions in the community of Kosovo.


Article 13
Any kind of separatism can be punishable, because separatism is ilegal, by the conventions of the United Nations administration in Kosovo. Everyone has right to say what he thinks, but he will not have right to make any physical act that’s promoting kosovar independence.

Sto se tice logike, izvodljivosti i nivoa konstrukcija na engleskom,
ovo je jaci plan nego sto Jeremic moze da ponudi.
