Indonesia wants to buy Manor F1 seat for native son

Rio Haryanto, who finished fourth in GP2 in 2015, could drive in Formula One next season.

According to a letter to Manor team owner Stephen Fitzpatrick from Imam Nahrawi, Indonesia's Minister for Youth and Sports, the country's government will pay for Haryanto's ride.

The letter stated that Indonesia will "guarantee a payment of 15 million euro for Rio Haryanto to compete the 2016 Formula One World Championship with the Manor Formula One team."

In other words, Indonesia is willing to pay almost $16.5 million to install a driver in one of the worst teams on the grid.

The authenticity of the letter was confirmed by Indonesian news site, Juara.net and by Nahrawi on Twitter, though there is no confirmation whether or not Manor is ready to sign Haryanto.

In 2015, Haryanto finished fourth in the GP2 standings behind champion Stoffel Vandoorne, Alexander Rossi and Sergey Sirotkin. The Indonesian driver started the season hot, winning three of the first nine races. However, he struggled through the summer and fall, never winning after a Silverstone victory in early July.

Despite a retooling of licensing rules in F1, Haryanto likely won't be affected if Manor chooses to sign him. He obtained a Super License in 2012, and even though, by rule, it will expire after three years of inactivity, the driver did testing for Pirelli earlier this year in Abu Dhabi. The new rules state that a driver can qualify for a Super License if he or she is "judged by the FIA to have recently and consistently demonstrated ability in single-seater formula cars." Due to his experience in GP2 and in F1 testing, the FIA should grant him a Super License.

The former Marussia Formula 1 team will compete as Manor Racing in 2016.

The revived F1 squad raced as Manor Marussia last year, but has confirmed its rebrand with a new logo on Twitter.

Further details are promised on February 22, the first day of the opening pre-season test in Barcelona.

The outfit confirmed last Friday that its Mercedes-powered 2016 car had passed its final crash test, and that it had recruited ex-Ferrari designer Nikolas Tombazis as its new chief aerodynamicist.

Following its last-minute reprieve to make the grid, Manor Marussia failed to score a point last year with its outdated package, and former chiefs John Booth and Graeme Lowdon left at the end of the season.

Manor Racing remains the only team yet to confirm its drivers for the 2016 season.

MANOR STRENGTHEN WITH ANOTHER EX FERRARI AND MCLAREN ENGINEER

The rebirth of Manor Racing F1 team under Irish entrepreneur Stephen Fitzpatrick took another step today with the announcement that Pat Fry is to join the team, albeit at this stage just in the capacity of engineering consultant.
Fry, 51, like designer Nicholas Tombazis, who joined Manor recently, is a refugee from a cull at Ferrari during the turbulence of 2013-14. He was brought into Ferrari following Fernando Alonso’s arrival at the team in 2010, the pair having worked closely together in 2007 at McLaren. Fry has had a long career with positive stints at McLaren, where he successfully headed one of the two project teams responsible for designing the cars, including the 2007 car, and also before that at Benetton.


Fry worked closely with Manor Racing Director Dave Ryan at McLaren for many years; the pair were in charge of David Coulthard’s race effort, for example, during four years of his career with the team. Fry has both design and operational experience, which is very valuable when putting the new Mercedes-engined 2016 chassis on the ground with only 8 days of testing and getting it dialled in quickly. This season represents a good opportunity for the team to step up into the pack, rather than chasing around alone at the back.

The presence of these ‘names’ at Manor Racing will serve to calm Mercedes fears after John Booth and Graeme Lowden left the team at the end of last season. Mercedes boss Toto Wolff expressed some concern, particularly at Booth’s departure. The roster of solid names at Manor will help, but ultimately Mercedes will be taking care to ensure that there are sufficient funds so the €20m annual engine bills are paid.

Manor has yet to announce drivers but one would expect one to be a driver with a substantial sponsorship backing, like Ryo Haryanto, for example, and the other to be a quick driver, capable of scoring some points. Mercedes protege Pascal Wehrlein’s name has still not gone out of the equation.
What is interesting about this wave of hirings of seasoned, one might almost say ‘veteran’ engineers and team managers is that it shows that experience and leadership are highly prized in the current market. F1 is a young man’s game in some senses, but there are plenty of grey hairs on the pit wall still.


It’s tempting to look at Pat Symonds as the role model for this; the 62 year old is enjoying a rich autumn to his career as technical boss at Williams, having been out of the sport for a couple of years for his part in the Renault Singapore 2008 “Crashgate” scandal and then having built his way back up to the top with a stint at Marussia, the forerunner to Manor.
It shows that even the lowest ranked teams provide a pathway for the senior people like Ryan, Tombazis and Fry. Bob Bell had a stint at Manor last year in a consultant role before moving to the reformed technical team at Renault F1.

“We are extremely fortunate to have Pat on board to help us hit the ground running with our exciting new technical package,” said Dave Ryan. “The aim is to bring performance to the car with effect from the Barcelona tests, then translate that to the race track in Melbourne, to ensure we make the strongest possible start to 2016 and have a good basis for development in the early part of the season.”

If Manor confirms the news that there is a deal with Pascal Wehrlein, then Mercedes must have agreed to a sizeable financial commitment and/or reduction in engine price tag. This also tends to underline my belief that Wehrlein has a contract to race somewhere for 2017 and thus needs experience.

Now the key question is: who else can fill the budget requirement that Manor has? Sponsors are hard to find, as we all know, and getting drivers with real cash is tough. There are a lot of folk who talk, but how many actually have the money ready to transfer? Given that the team is looking for about $30 million in total, it must be assumed (as I have heard before) that the price tag for a seat is $15 million in cash or in equivalent value (free engines). Who really has that kind of money? Or can get it? It’s a tough call. Obviously Manor want the best drivers possible because a decent showing in 2016 will raise the prize money significantly in 2017, so it’s not just a question of taking the first deal that comes along. I hear that the team has been asking for x amount and when the driver gets it, they are asked to find more. It’s not really nurturing partnerships for the future, but it may be effective as a short term strategy. I’m also hearing that there may be some Argentine involvement with the team, not sure if that is ownership or sponsorship (or both), but that might allow the team a free choice of drivers, in which case I can see Alex Rossi being the favourite. Stoffel Vandoorne is not available and Rossi has F1 experience, which will help. There are others out there with more experience, but most have come and gone from F1 for a reason.

Mercedes protege Pascal Wehrlein is to drive for Manor in the 2016 Formula 1 season, Autosport understands.

Reigning DTM champion Wehrlein has been linked with Manor for a number of months, but it is believed a deal has finally been struck that will bring the 21-year-old Mercedes reserve into F1, with confirmation of the move due shortly.

The young German is highly rated and already has a proven pedigree, winning the 2011 ADAC Formel Masters before finishing runner-up the following year in the Formula 3 Euro Series and fourth in the parallel European F3 championship.

In 2013 Wehrlein moved onto the DTM, becoming the youngest champion in the history of the series last year.

Since September 2014 Wehrlein has combined his DTM role with that of understudy to Lewis Hamilton and Nico Rosberg at Mercedes.

Now Wehrlein will get his opportunity to compete against the duo in a revamped Manor team, with its cars this year powered by Mercedes, and with a Williams transmission.

Wehrlein told German publication Auto Bild: "The discussions were led by Toto Wolff for me. He helps me a lot, for which I am very, very grateful."

The second seat remains up for grabs. Established Manor drivers Will Stevens, Alexander Rossi and GP2 race winner Rio Haryanto are all vying to now become Wehrlein's team-mate.

Wehrlein's F1 move will also allow Mercedes to finalise its 2016 DTM line-up.

While rivals Audi and BMW confirmed unchanged driver rosters before Christmas, Mercedes' situation was complicated by the uncertainty over Wehrlein's status.

His departure from the German series is likely to create an opening for Renault F1 reserve and GP3 champion Esteban Ocon.

Mercedes is not ruling out making Manor its de-facto 'B' team.

Team boss Toto Wolff admits he has some concerns about the new close relationship forged between title rival Ferrari and the new American team Haas.

"We look at it with one eye laughing, one eye crying," he told Auto Motor und Sport.

"Ferrari has taken an intelligent step in collaboration with Haas, and it could well be that it has had a performance result. If that is true, they have done everything right," said Wolff.

His comments indicate that rumours Mercedes is now contemplating emulating the Ferrari-Haas formula by teaming up with the newly Mercedes-powered Manor may be true.

Asked if Manor is already the 'B' team, Wolff insists: "No. But besides Pascal Wehrlein, they will also use one of our wind tunnels."

As for whether a Mercedes-Manor alliance will now follow hot on the heels of Ferrari-Haas, he added: "You have to keep all the possibilities open.

"If within the rules it is possible to bring performance through cooperation between two teams then you have to explore it," said Wolff.

"I am not entirely convinced that it is the right direction for formula one to have the big teams using B teams to try certain development directions. But we have big rule changes coming for 2017 so it could be worth something in gold.

"But as a philosophy, as I said, I don't think it's right," he added.
