The US on Friday issued a thinly veiled warning to North Korea's allies to cease economic, diplomatic and military links with the Communist regime, following Washington's surprise announcement that Pyongyang had admitted to a secret nuclear programme.

Without referring by name to Pakistan, Russia and China, US officials said they expected countries that have developed close relations with Washington since the September 11 terrorist attacks to work to halt North Korea's development of nuclear weapons.

SEOUL (Reuters) - The United States will press North Korea to "immediately and visibly end" the covert nuclear weapons programme the communist state has admitted having, a senior U.S. envoy says.

Assistant Secretary of State James Kelly, the U.S. official to whom North Korean officials had acknowledged running a secret uranium enrichment scheme for weapons, said the United States was working with its allies to halt the programme.

"The United States is focused now on consultations with friends and allies and we hope to bring maximum international pressure on North Korea to abandon its nuclear weapons ambitions," Kelly told a news conference in Seoul on Saturday.

Building nuclear weapons would mean that the isolated state, which U.S. President George W. Bush has said is part of an "axis of evil" with Iran and Iraq, has violated the 1994 Agreed Framework under which it promised to halt its nuclear programme.

NIIGATA, Japan (AP) - Human remains returned by North Korea (news - web sites) as a goodwill gesture probably don't belong to one of several Japanese the communist North abducted years ago, Japan said Tuesday. 



The announcement was expected to deepen mistrust between the two countries, now in a diplomatic tug-of-war over the five surviving abductees visiting Japan for the first time since they were kidnapped. Tokyo wants them to be allowed to settle in Japan, along with their North Korean-born children; Pyongyang wants them to return to North Korea. 


North Korea handed over the remains last month, claiming they belonged to one of 13 Japanese it has admitted kidnapping in the 1970s and early 80s to serve as language teachers for North Korean spies. Pyongyang says eight of the 13 have since died; the others are now visiting long-lost relatives in Japan while diplomats argue over their fate. 


Japan's chief government spokesman announced Tuesday that forensic tests had cast doubt on the North Korean claims about the identity of the remains — a jawbone and ashes ostensibly returned as a sign of contrition. 


Tests showed that the remains probably did not belong to abductee Kaoru Matsuki, Cabinet Secretary Yasuo Fukuda said without elaborating. A Cabinet official later said on condition of anonymity that a dental expert hired by the Japanese government examined the jawbone and said it was more likely that of an elderly woman. 


Matsuki was 26 when he was kidnapped in June 1980. He died in a car accident in 1996, according to the North Korean government. 


"I thought he was alive before, so I wasn't surprised by this news," said Nobuhiro Matsuki, Kaoru Matsuki's brother. "I feel nothing but anger at North Korea for providing such a report." 


Estimates by Japanese citizens' groups put the actual number of abductees as high as 60. And many doubt that many of those listed as dead really have passed away. 


North Korea claims the graves of the other seven abductees listed as dead were washed away in floods or otherwise lost. 


In Niigata, a state on Japan's western coast where several abductions took place, the police have set up a task force to investigate five confirmed abductions and 30 other cases that may be related. 


"I wonder if there are others in North Korea. All we can do is gather evidence and present it to them and try to confirm the cases through diplomatic channels," said Kesaji Fujiki, deputy director of Niigata police's foreign section. 

Talks on establishing diplomatic relations between the two countries stalled last month over the fate of the abductees. Fukuda emphasized again Tuesday that progress on the issue is a precondition for both sides getting back to the negotiating table. 

"There's been no development made," Fukuda said at a regular press conference in Tokyo. "But you can't say the issue of normalization talks has nothing to do with the issue of abductions." 

North Korea denied the abductions for years. But in a stunning turnaround, North Korean leader Kim Jong Il admitted to the kidnappings at a September summit meeting with Japanese Prime Minister Junichiro Koizumi. 

The breakthrough led to both sides meeting last month for the first time in two years to discuss establishing diplomatic normalization. Talks are planned for later this month, but Tokyo and Pyongyang have not settled on dates.

Chinese officials estimated last month that North Korea had at the most five nuclear weapons.

Given the weakness of their
position the North Koreans have turned out to be geniuses at the
game of power politics. In contrast Japan - an enormously rich
country of 120 million, protected by a security alliance with a
military superpower –
has been naïve and pusillanimous.



For the leader of a great country to make an official visit to
Pyongyang was in itself a significant victory for North Korea. It
goes without saying that Kennedy did not conduct negotiations in
Havana in front of a jumbo-load of journalists. By turning the
abductee issue into a media circus - rather than handling it
through hard-headed negotiation - the Japanese were raising
the value of their adversary’s bargaining chips. Misreading the
situation completely, they expected to escort the abductees
home in triumph. Instead they were told that most were dead and
fobbed off with an explanation that only a fool would believe.



However it had already been decided by the bureaucrats that the
summit was going to be a “success”. True to form, the Japanese
press informed the public that North Korea was sincerely sorry for
the abductions, that it had abandoned its military threats, that it
was serious about freeing up its economy. And of course that the
whole thing had been a massive triumph for Japan’s independent
diplomacy.



Every one of these propositions was false. In reality Japan’s
initiative was a disaster. It glossed over security issues of the
utmost gravity and risked straining Japan’s most important
international relationship. It is extraordinary but true that even
though the Japanese government had been informed of North
Korea’s illicit nuclear weapons programme , it was still happy to
sign the Pyongyang declaration, the most detailed section of
which concerned ways for the North Koreans to get their hands
on Japanese cash. Japanese press reports were putting the pay-
off in the $10- 20 bn range, equivalent to 20-40% of North
Korea’s current GNP.

Kolege mirotvroci, jeste li slusali vesti skoro? Ako ovih dana niste preokupirani problemima diktature u USA, mozda ne bi bilo zgoreg da napravite neki osvrt na desavanja u Demokratskoj Republici Koreji?

Pjongjang -- Severna Koreja će proterati inspektore UN koji su nadgledali nuklearna postrojenja u toj zemlji, prenela je južnokorejska agencija Jonhap. Agencija koja objavljuje izveštaje severnokorejske agencije KCNA prenela je da pristustvo dvočlanog tima Međunarodne agencije za atomsku energiju više nije potrebno. "Pošto je zamrzavanje nuklearnih postrojenja ukinuto, misija inspektora IAEA, koji su bili u Jongbjonu u skladu sa sporazumom izmedju Severne Koreje i SAD, prirodno je privedena kraju", prenela je agencija, pozivajući se na pismo koje je Severna Koreja poslala IAEA. Navodi se da više "nema opravdanja za ostanak inspektora" u Severnoj Koreji i da je vlada te zemlje odlučila da ih protera. IAEA, kontrolni organ UN za nuklearno naoružanje, izrazila je u četvrtak zabrinutost zbog odluke Pjongjanga da ponovo pokrene rad reaktora u Jongbjonu, koji je zamrznut od krize oko nuklearnih programa Severne Koreje 1994. godine.

Pjongjang -- Inspektori Ujedinjenih nacija u utorak su napustili su Severnu Koreju, čime je okončana nezavisna kontrola nuklearnog programa te zemlje. Inspektorima, koji su odleteli za Kinu, u petak je rečeno da napuste zemlju pošto je Pjongjang počeo obnovu svojih postrojenja u kojima je moguće proizvoditi plutonijum za nuklearno oružje. Stručnjaci Međunarodne organizacije za atomsku energiju odbili su da komentarišu aktuelan diplomatski spor. Portaprol IAEA Melisa Fleming izrazila je žaljenje zbog proterivanja inspektora i naglasila da su oni spremni da se vrate u Severnu Koreju kada Pjongjang promeni svoju odluku.

Nisam bas siguran sta da mislim o ovome. Ne vidim kako SAD (koje su na Pjongjang bacile vise bombi nego sto je grad tada imao stanovnika i koje imaju ~40 000 vojnika na korejskoj granici) ili druge "nuklearne" zemlje mogu sad da zauzimaju anti-nuklearan stav. Koreanci, kao i svi ostali, imaju pravo na samoodbranu i odvracanje i verovatno smatraju (opravdano?) da bi SAD cenu od najmanje 40 000 vojnika smatrale previsokom... narocito posto u Koreji bas i nema nafte.

Dakle anti-nuklearni pokret se zavrsava sa naftnim izvorima. Cudo to, smetale su nuklearne rakete u Engleskoj i Zapadnoj Nemackoj, dok se severnoj Koreji pruza pravo zbog ugrozenosti.

Mislim da je ocigledan dvostruki standard levice.


Ovo bi se pokazalo kao ocigledno, ako bi npr. Amerika odlucila da naoruza nuklearnim oruzjem Japan, Tajvan i juznu Koreju. Sto da ne? Ni te zemlje nemaju naftu, eto im nuklearno oruzje, pa nek se brane od Kine i Severne Koreje.
